Aboutthe dialogue
Guided by the theme, “Where Policy and Leadership Meet Evidence-Driven Local Action for Resilience,” the Visayas Regional Policy Dialogue is a high-level platform for examining how existing disaster risk reduction and climate change adaptation (DRR-CCA) policies are translated into action at the national and local levels. It brings together evidence, implementation experience, and leadership perspectives to identify practical policy directions that can strengthen DRR-CCA governance and support more risk-informed and disaster-resilient development.
Target participants
The Dialogue brings together national government agencies (NGAs), local government units (LGUs) in the Visayas, development partners, academia, local resource institutions (LRIs), non-government organizations (NGOs), civil society organizations (CSOs), and the private sector.
Why it matters
The Philippines has made significant progress in developing policies, systems, and tools for DRR-CCA. The challenge now is ensuring that these are consistently translated into effective local action. The Dialogue provides space for decision-makers, practitioners, and technical experts to exchange perspectives and contribute to strengthening DRR-CCA governance and implementation.
What to expect
A day of policy discussions, institutional and local perspectives, leadership conversations, and collaborative policy development — moving from national policy directions and local implementation experiences to a policy co-creation laboratory where participants identify actionable recommendations. A few exhibitors will also be present, offering opportunities to learn about relevant initiatives, tools, and solutions supporting DRR-CCA and resilient development. Discussions culminate in reviewing and adding to the Resilience Manifesto, which will inform succeeding regional and national policy engagements.
